Chances are, the gray was sprayed on the inside of the body...then, the outside was sprayed with flat clear, after cutting the overspray around the windows, and removing all of the overspray film EXCEPT the windows. Finally, after the flat clear dried, the overspray from would have been removed from the windows, and the decals applied. It's all a standard process for getting a Lexan body to look as if it's painted with a color flat paint.
