Why Not?

•Tire modification:
Class-1 Street: No external tire modification is allowed.
Class-2 Trail: Tire lugs may be removed, siped, grooved and/or trimmed.
Class-3 Modified: Tire modifications are permitted, as long as the tire is no larger than 5.75" in diameter
measured off the vehicle laying on its side, and all tire parts are from a legal scale tire.

You can cut tread just not cut-n-shut

Top is class 2 (super swampers)

Bottom is class 3 (cut-n-shut xors)
