Could you move the cross bar mounting points closer to the outside diameter to allow you to go a little lower and more forward with your knuckle weight? Or does this affect the strength?

It looks like he already moved them considerably. I'm guessing he should be really close to a 1.8 inner diameter

Judging from the looks of those wheels and the ones I make I would say he is already close to the max legal 2.2". On these type of wheels the od of the standoff can't be greater than 2.2" since the standoff is the "bead".
