Ok you need to run a body of 1:10 scale or larger, retain it's original look, Keep at least 70% of it, and can't modify the width. (Tube chassis are allowed). Correct me if any of this is wrong.

Now my question is what are the restrictions on a Tube chassis? I see no mention of width, lenght, or height.

I don't think they have any regulations for the tubers. They are normally heavier rigs, so they're at a slight dis-advantage already.

No restrictions on a tuber. As Bender said, a tube chassis weighs more than a body. But I would say it is the judges call if you go to extreme. Don't expect 2 have a 6" tube chassis with a 17" WB. The judges may make you slap a body on it or not run

The rules state "The a body must be 1/10th scale or larger." This includes a tube frame. It must be, within reason, a 1/10th scale tuber.
so what are these dimension's in 1/10 scale? Im @ 13.5X5.125X4.5 Tall
