If using a brushed motor does a 45T have more power than a higher wheel speed motor , say 27T?

Generally, it will have more torque at a given voltage and have a slower wheel speed.
More power can be a subjective thing.

if you can, go 550 size
The lower the turn count the faster the motor. but keep in mind a 5 slot motor cant be compared to a 3 slot motor straight up. A 35T three slot motor is roughly equivalent to a 16T five slot motor.
Holmes Hobbies has a handy chart if you'd like to compare different motors. KV is a better way to rate motor speed but brushed motors rarely use it.
