Under 2019 course rules, under penalites, they list "retractable winch" in bold counting it as a 10 point penalty, where other winching is -3 pts. can anyone clarify this for me?

Where does a bungie + rock hook style winch fit in?

How many points does it cost to use say, a warn winch, or a servo winch?
 
That is an odd little phrase in there. But, because it falls under the "Assisted Recovery" section, it likely means something that a person has to touch/pull on to get the truck moving.

If you use an on-board winch, power by the truck, and other than connecting the hook no other touching is required, that would be +3.

I am not sure what a "bungie + rock hook style winch" is, but if it means a person pulling the truck then it is +10.

kinetic winch uses the stored energy in the winch line to move the truck (mine has about 6 lbs of pull force at full extension.

A winch powered by the vehicle whether it be a "Warn", "Servo" or any other brand electric scale winch is +3 because it is powered out to an anchor point then powered in to move the vehicle, "self recovery".
